The Eureka City Council will consider on Tuesday whether to put the proposed zoning change of the contentious Balloon Track property to voters, but if passed, it would represent only one step in the process toward the property’s development. The Balloon Track property, formerly a railyard, sits at the foot of Eureka’s downtown commercial district off Waterfront Drive.
